Troubled teens are "at risk children" whose life has gotten out of control; they may be using drugs and alcohol, acting out in defiance, running away, and have dropped out of school. These teens may be getting in trouble with the law (underaged drinking, vandalism, or running away). An at risk youth may not be involved with any illegal activity, but still be considered "at-risk". A lot of parents look at their child's outrageous behavior as a "phase" that they will grow out of... and its true, some teens do go through a short rebellious stage.
